{"id":4142,"date":"2020-03-31T11:46:37","date_gmt":"2020-03-31T09:46:37","guid":{"rendered":"http:\/\/www.arhivsko-drustvo.si\/en\/?p=4142"},"modified":"2020-03-31T11:46:38","modified_gmt":"2020-03-31T09:46:38","slug":"work-report-of-the-executive-board-of-the-archival-society-of-slovenia-2018-2020","status":"publish","type":"post","link":"https:\/\/www.arhivsko-drustvo.si\/en\/work-report-of-the-executive-board-of-the-archival-society-of-slovenia-2018-2020\/","title":{"rendered":"Work report of the Executive Board of the Archival Society of Slovenia in the term of office 2018-2020"},"content":{"rendered":"\n<p class=\"has-medium-font-size\"><strong>Work report of the<\/strong> <strong>Executive Board of the Archival Society of Slovenia<\/strong> <strong>in the term of office 2018-2020<\/strong><\/p>\n\n\n\n<p>On March 22, 2018, an executive board\nwas elected at the electoral assembly of the members of the society as follows:\n<strong>Hana Habjan, <\/strong>MPhil, President, <strong>Matej Mu\u017eeni\u010d<\/strong>, Vice President, <strong>Jernej\nKri\u017eaj<\/strong>, Secretary, Dr <strong>Zdenka Bonin<\/strong>, Editor-in-Chief of the\npublication <em>Viri<\/em>, <strong>Nata\u0161a Budna Kodri\u010d<\/strong>, <strong>Marija \u010cipi\u0107 Rehar<\/strong>,\nMPhil, <strong>Nina Gosten\u010dnik<\/strong>, MPhil, <strong>Ale\u0161 Jambrek<\/strong>, Dr <strong>Gregor Jenu\u0161<\/strong>,\nEditor-in-Chief of the publication <em>Arhivi<\/em>, <strong>Vesna Ko\u010devar<\/strong>, <strong>Lilijana\nVidrih Lavren\u010di\u010d<\/strong> and Dr <strong>\u017diga Zwitter<\/strong>.<\/p>\n\n\n\n<p>At the regular assembly of members\non March 14, 2019, <strong>Tanja \u017dohar<\/strong> was elected secretary of the society, as\nJernej Kri\u017eaj completed his second term of office as secretary.<\/p>\n\n\n\n<p>The Executive Board held ten\nmeetings during its term of office, two of which were held in correspondence.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Promotional activities<\/strong><\/p>\n\n\n\n<p><strong>Archival heritage awards: the A\u0161kerc Awards and A\u0161kerc\nRecognition Awards<\/strong><\/p>\n\n\n\n<p>In 2018, the A\u0161kerc Award and two A\u0161kerc\nRecognition Awards were presented. <strong>Ivan Nemani\u010d<\/strong> was awarded the A\u0161kerc Award\nfor his lifetime work and outstanding contribution to the preservation of the\nSlovenian film archival heritage. A\u0161kerc Recognition Awards were awarded to <strong>Marija\n\u010cipi\u0107 Rehar<\/strong>, MPhil, for the preparation of quality finding aids for the use\nof archives and the publication of archival records in two volumes of the\nregestas of the Archdiocesan Archives of Ljubljana and Dr <strong>Dejan Zadravec<\/strong>\nfor the publication <em>Ptujski me\u0161\u010dani do uni\u010dujo\u010dega po\u017eara leta 1684<\/em>: <em>biografsko-prosopografski\npriro\u010dnik<\/em>.<\/p>\n\n\n\n<p>The award ceremony, held under the\nhonorary patronage of the President of the Republic of Slovenia, Borut Pahor,\nwas on October 17, 2018 at the Great Hall of the City Hall in Ljubljana. <\/p>\n\n\n\n<p><strong>Promotion of the Society&#8217;s\nActivities: new Society&#8217;s Website<\/strong><\/p>\n\n\n\n<p>At the beginning of October 2019,\nthe Society established a new website with a more modern content and design,\nalso adapted to smartphones, while at the same time making the website\navailable in English for the needs of (necessary) international communication.<\/p>\n\n\n\n<p>The website highlights the\nachievements and development of the Society since its founding in 1954, illuminates\nthe activities and purpose of the Society, lists all recipients of archival heritage\nawards, while at the same time directs visitors to the websites of Slovenian\narchival institutions and explains the basic terms of archival profession. In\n2019, 7612 visitors visited the site.<\/p>\n\n\n\n<p>The old site was archived before the\nnew website was officially launched, while at the same time we have included\nthe new site as a pilot acquisition within the e-ARH.si Project, whose goal is\nto set up Slovene Electronic Archives.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Educational activity<\/strong><\/p>\n\n\n\n<p><strong>29th Convention of the Archival\nSociety of Slovenia in Maribor<\/strong><\/p>\n\n\n\n<p>On 3 and 4 October 2019, a convention\nof the Archival Society of Slovenia was held in Maribor, prepared by the society\nin cooperation with the Regional Archives Maribor. <\/p>\n\n\n\n<p>The topic of the convention was\n\u201cEstablishing the Register of creators of archival records\u201d. The topic\nhighlighted the challenges in identifying legal entities under public and\nprivate law, and natural persons who are holders of public authority or public service\nproviders and thus qualify as creators of archival records, the issue of their\nidentification, potential appraisal and eventual procedure of entry into the\nRegister of creators of archival records.<\/p>\n\n\n\n<p>In the afternoon part of the program\nthere was a discussion with guests from abroad, Dr <strong>Gernot Peter Obersteiner<\/strong>,\nDirector of the Styrian Regional Archives, <strong>Vladan Vukli\u0161<\/strong>, MPhil,\nPresident of the Management Board of the Archival Society of Bosnia and\nHerzegovina, Dr <strong>Silvija Babi\u0107<\/strong>, president of the Croatian Archival\nSociety, and <strong>Tam\u00e1s Polg\u00e1r<\/strong>, director of the Somogy County Archives at the\nHungarian National Archives, discussed their practices of categorizing archival\nrecords creators.<\/p>\n\n\n\n<p>The second day of the convention was\ndedicated to current issues of the archival profession, which included a\npresentation of inter-archival groups\u2019 activities in the past two years as well\nas a round table discussion on current issues.<\/p>\n\n\n\n<p>In the late afternoon or evening, a\ntour of the Maribor National Liberation Museum was organized. After visiting\nthe museum, the staff of the Regional Archives of Maribor also opened the doors\nof their archive and prepared a small welcome for the participants of the\nmeeting.<\/p>\n\n\n\n<p>The program of the second day began\nwith the presentation of the work of the inter-archival working groups in the\nlast two years, followed by a round table discussion on current issues of the\narchival profession.<\/p>\n\n\n\n<p>At the end, five decisions and two\ninitiatives were formed, which were adopted by the participants of the\nconvention. They are published on the Society&#8217;s website and in the publication <em>Arhivi<\/em>.\nThe initiatives were as follows:<\/p>\n\n\n\n<ul><li>An initiative to establish a new\ninter-archival working group on information science is to be addressed to the\nMinistry of Culture.<\/li><li>Training for archival workers on\nunderstanding and interpreting legislation should be organized.<\/li><\/ul>\n\n\n\n<p>The Executive Board has committed\nitself and taken an active approach to implementing the initiatives. The\nMinister for Culture has been addressed with an initiative to set up an\ninter-archival working group on information science, which will be considered\nby the Archival Council at its next meeting. We also organized a colloquium for\narchival staff on the topic of understanding and interpreting archival legislation.<\/p>\n\n\n\n<p><strong>Colloquium on understanding and implementing\narchival legislation<\/strong><\/p>\n\n\n\n<p>At the conclusion of the 29th Convention\nof the Archival Society of Slovenia, ther was an initiative to organize\ntraining for archival workers on the topic of understanding and interpreting\narchival legislation. To this end, on February 5, 2020, the Society organized a\ncolloquium on the understanding and implementation of archival legislation at\nthe premises of the Ministry of Culture of the Republic of Slovenia, where following\ntopics were discussed:<\/p>\n\n\n\n<ul><li>definition and register of\ncreators of public archives,<\/li><li>transfer of archives to a\ncompetent archive,<\/li><li>private archives,<\/li><li>use of public archives in\narchives.<\/li><\/ul>\n\n\n\n<p>High participation &#8211; 80 participants\nfrom Slovenian archives &#8211; indicates the necessity of the colloquia and the\nrelevance of the topics covered. Due to the large number of questions posed and\nthe extent of the topics, the Executive Board decided to organize a cycle of\ncolloquia in order to address the issues in depth. Due to unforeseen events,\nthe 2nd colloquium, scheduled for March 25, has been postponed for better and above\nall more healthy times.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>International activity<\/strong><\/p>\n\n\n\n<p>An important task of the association\nis to cooperate with the archival associations of neighboring countries and to\nmonitor the development of the archival profession abroad. The archival\nprofession in the neighboring countries deals with the same challenges as the\nSlovenian one. Both sides show similar and comparable directions of\ndevelopment, so we can continue to look for common solutions in the future. At\nthe same time, international conferences bring together experts and researchers\nin the field of archival science from all over the world. Reports on\ninternational activity are published in the <em>Arhivi<\/em>.<\/p>\n\n\n\n<p>In <strong>2018<\/strong> Society members have\nattended the following events:<\/p>\n\n\n\n<ul><li>the Congress of the Association of\nHungarian Archivists, P\u00e9cs (Hungary), 9-11 July 2018.<\/li><li>the 31st International Conference\n&#8220;Archival Practice 2018&#8221;, Tuzla (Bosnia and Herzegovina), September\n26-28, 2018.<\/li><li>the 50th Meeting of Croatian\nArchivists, Osijek (Croatia), October 24 &#8211; 26, 2018.<\/li><li>the conference 28th International\nArchives Day, Trieste (Italy), November 19-20, 2018.<\/li><\/ul>\n\n\n\n<p>In <strong>2019<\/strong> Society members have\nattended the following events:<\/p>\n\n\n\n<ul><li>the 89th German Archival Day, Suhl\n(Germany), September 17-20, 2019.<\/li><li>the 40th Austrian Archives Day,\nSalzburg (Austria), October 23-24, 2019.<\/li><li>the 51st Consultation of the\nCroatian Archival Society, Slavonski Brod (Croatia), 23-24 October 2019.<\/li><li>the 29th International Archival\nDay organized by the International Institute of Archival Sciences\nTrieste-Maribor, Koper (Slovenia), 21-22 October, 2019.<\/li><\/ul>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Publishing<\/strong><\/p>\n\n\n\n<p><strong>Publication Arhivi<\/strong><\/p>\n\n\n\n<p>The publication <em>Arhivi<\/em> has\nbeen published in two independent issues per year each year (2018: 596 pages;\n2019: 438 pages). Let us point out that the first issue in 2018 was on the\ntopic of health and wider social history in connection with this kind of\narchival records in Slovenian archives (the purpose is a comprehensive\npresentation of health records as a versatile source of scientific research),\nand the idea was provided by the Interarchival Working Group in the Field of Health\nand Social Care.<\/p>\n\n\n\n<p>Arhivi has been successfuly reintroduced\nin the categorization of scientific publications in 2018, led by Slovenian\nResearch Agency of the Republic of Slovenia (ARRS), which is a great incentive\nfor those who would like to publish in the journal.<\/p>\n\n\n\n<p><strong>Publication Viri<\/strong><\/p>\n\n\n\n<p>In 2018, the 41st issue of <em>Viri<\/em>\nby Nata\u0161a Budna Kodri\u010d, entitled <strong><em>Korespondenca Josefine in Fidelija\nTerpinc 1825\u20131858<\/em><\/strong> (<em>Correspondence of Josefina and Fidelij Terpinc,\n1825\u20131858; Ljubljana, Archival Society of Slovenia<\/em>, 2018, 384 pages) was\npublished. To this end, the Society organized a public presentation of the\npublication on 14 March 2019 at the premises of the Archives of the Republic of\nSlovenia.<\/p>\n\n\n\n<p>In 2019, 42nd issue of <em>Viri<\/em>\nwas published, entitled <strong><em>Ko zatonejo sanje romanti\u010dnega Jugoslovana \u2013\nizseljenski dnevnik dr. Bogumila Vo\u0161njaka<\/em><\/strong> (<em>When the Dreams of a\nRomantic Yugoslav Decline &#8211; The Emigrant&#8217;s Diary of dr. Bogumil Vo\u0161njak<\/em>) by\nAleksandra Ga\u010di\u0107 (Ljubljana, Archival Society of Slovenia, 2019, 502 pages).<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Renewal of regulations of the Society<\/strong><\/p>\n\n\n\n<p>Pursuant to the transitional provisions\nof the Non-Governmental Organizations Act (Official Gazette of the Republic of\nSlovenia, No. 21\/18), associations and other legal entities in the public\ninterest had to harmonize their instruments of incorporation and operation with\nthe conditions that apply for the granting of the status of a non-governmental\norganization in the public interest according to the NGO Act, and to submit to\nthe Ministry of Culture, by 31 March 2019 at the latest, renewed instruments of\nincorporation. To this end, the Executive Board of the Society has prepared new\n<strong>Rules of the Archival Society of Slovenia<\/strong>. In the period from 4 to 11\nMarch 2019, a public hearing of the rules of the Society took place, which was\nadopted by the Assembly of Members at the regular assembly of members on 14\nMarch 2019.<\/p>\n\n\n\n<p>Pursuant to Article 34 of the Rules\nof the Society, the Honorary Tribunal, as the body of the Society, conducts\nproceedings and imposes disciplinary measures in accordance with the\ndisciplinary rules. Since the Society did not have disciplinary rules so far,\non May 22, 2019, a committee was formed, who drafted the <strong>Disciplinary Rules\nof the Archival Society of Slovenia<\/strong>. At its 8th regular meeting, held on 17\nSeptember 2019, the proposal was approved by the Executive Board and set for\npublic hearing, which took place between 21 and 28 February 2020. The\nregulation was adopted by the Assembly of Members at the regular assembly of\nmembers on 30 March 2020, which was took place correspondently between 27 and\n30 March 2020.<\/p>\n\n\n\n<p>The Executive Board of the Society, has\nprepared, between February and March 2020, in cooperation with the members of\nthe Commission for the A\u0161kerc Awards and A\u0161kerc Recognitions Awards, a proposal\nfor the <strong>Rules on the A\u0161kerc Awards and A\u0161kerc Recognitions Awards<\/strong>. The\ndraft proposal supersedes and integrates the existing award rules and the rules\nof procedure of the commission into one legal act. The draft regulation was in\npublic hearing between 9 and 16 March 2020 and was adopted by the Assembly of\nMembers at the regular assembly of members on 30 March 2020, which was took\nplace correspondently between 27 and 30 March 2020.<\/p>\n\n\n\n<p>All legal acts were forwarded to the\nmembers of the Society for the purpose of public hearing before their adoption.<\/p>\n\n\n\n<p>Also, with the entry into force of\nthe General Data Protection Regulation (Official Gazette EU 2016\/679) on 25 May\n2018, all members of the Society were informed of the manner in which their\npersonal data were processed, and at the same time we harmonized the membership\napplication form with the regulation.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Resolving open professional issues<\/strong><\/p>\n\n\n\n<p><strong>Public debate on determining and\npricing of archival materials reproduction and its use in Slovenian public\narchives<\/strong><\/p>\n\n\n\n<p>The tasks of the Society also\ninclude resolving outstanding professional issues and conducting research\nactivities in the field of the Society&#8217;s activities. To this end, the Executive\nBoard, on behalf of the Society, opened a public debate on the pricing and\nmethods of pricing of reproductions of archival materials and its use in\nSlovenian public archives via the e-chat archival forum on 18 February 2020.<\/p>\n\n\n\n<p>In the past, regional archives have\nrepeatedly tried unsuccessfully to dispense with the practice that applies to\nstate administration bodies, namely that the prices of services or the\ncompensation of material costs is determined by the competent minister.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Appointment of representatives of\nthe Society to cooperate with other related institutions and associations<\/strong><\/p>\n\n\n\n<p>In 2019, on the basis of the 15th\nindent of Article 28 of the Rules of the Society, the Executive Board of the Society\nappointed its representatives to the professional councils of the Historical\nArchives Ljubljana and the Regional Archives Maribor.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Professional excursions<\/strong><\/p>\n\n\n\n<p>One of the certainly more relaxing\ntasks of the Executive Board is the organization of professional excursions and\nsocial gatherings for members of the Society. The excursions used to take us\nabroad, but for the last two years the participants of the excursions were\nacquainted with the known and unknown beauties of Slovenia.<\/p>\n\n\n\n<p><strong>2018<\/strong><\/p>\n\n\n\n<p>The Society organized a one-day <strong>professional\nexcursion to Posavje<\/strong> with the travel agency Oliver (June 1, 2018). The\nfirst stop was at Sevnica Castle with its rich interior, on the castle slope\nthe participants of the excursion visited the Lutheran cellar with an\ninteresting painting, and then tasted the famous Melania cake (that of the\nTrump fame) in the cafe there. This was followed by a visit to the permanent\nexhibition <em>Slovene Exiles 1941\u20131945<\/em> at the Raichenburg Castle. The\nfollow-up was in Kr\u0161ko, where the participants of the excursion visited Jane\nVajkard Valvasor&#8217;s house. This is where the famous polyhistor last lived, today\nthe house is museum. The day ended with a tasting of homemade delicacies from\nthe family vineyard at Stra\u017ea pri Kr\u0161kem.<\/p>\n\n\n\n<p><strong>2019<\/strong><\/p>\n\n\n\n<p>In cooperation with employees of the\nRegional Archives Koper, the Society organized a one-day <strong>professional\nexcursion to Koper and northwestern Istria<\/strong> (June 7, 2019), highlighting the\nrich history of Koper, the archaeological collection at the Provincial Museum\nof Koper and the Roman archeological site \u2013 <em>villa rustica<\/em> \u2013 in Izola, In\nKa\u0161telir nad Kortami, a visit to the Bronze and Iron Age archaeological site\nwas followed by a late but well-deserved lunch with local Istrian specialties\nof the local Korte tavern.<\/p>\n\n\n\n<p style=\"text-align:center\">* * *<\/p>\n\n\n\n<p>In 2018 and 2019, the Archival\nSociety of Slovenia fully implemented the set programs, and we fulfilled all\ncontractual obligations towards co-funders. Funds were used primarily to\nimplement a regular long-term program, which is in the public interest in the\nfield of research, science and culture. The vast majority of the funds went to\ncover the cost of printing publications, paying royalties to researchers,\ntranslators and proofreaders, and towards archival heritage award fonds and the\n29th convention, as well as to perform the general duties of the Society.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Thanks<\/strong><\/p>\n\n\n\n<p>Finally, I would like to thank all\nof you who have in any way helped the Society achieve and exceed its intended\nactivities in the past two years.<\/p>\n\n\n\n<p>I am grateful to the Ministry of\nCulture of the Republic of Slovenia for the financial support that enables the\nimplementation of our program. Special thanks to Nina Zupan\u010di\u010d Pusavec, MPhil,\nHead of the Museums, Archives and Libraries Division, for her tireless support\nof Society&#8217;s program and financial content. The quality of the program content\nis also due to the sponsors and donors, which enabled us to carry out our major\nevents (29th convetion and the awards ceremony) were easier.<\/p>\n\n\n\n<p>I would like to thank all the\ndirectors of the Slovenian archives who support the activities of the Society,\nand especially thank the Regional Archives Maribor for the excellent\nco-organization of the 29th Society Convention in Maribor.<\/p>\n\n\n\n<p>I thank the Executive Board, the\neditors-in-chief of the <em>Arhivi <\/em>and <em>Viri<\/em>, Dr Gregor Jenu\u0161 and Dr\nZdenka Bonin, and other members of the editorial boards, the Commission for the\nA\u0161kerc Awards and A\u0161kerc Recognitions Awards, and members of other bodies of\nthe Society for the smooth running of the Society&#8217;s work over the past two\nyears. However, the activity was not limited to members of the bodies. There\nwere many more members of the Society and also some non-members, who enabled\nfor the Society to progress. A big thank you to all of you!<\/p>\n\n\n\n<p>But most deserving of all are the\ntwo secretaries with whom I have had the honor of working for the past two\nyears. Jernej Kri\u017eaj, who helped me to get to know the work of managing the Society,\nand Tanja \u017dohar, who with exceptional organizational skills enables the\ncontents of the society to come directly to the members. They both made sure\nthat the Society&#8217;s activities had been going according to program and in\naccordance with regulations for the past two years.
